You will need to kill 5 of them to get the Bottled Love Letters. This is what they look like Here are the spots where they spawn. They respawn pretty fast. Return to Hotch when you have all 5 quest drops. Hotch wants you to bring those Bottled Love Letters to Jones in Junon Polis.
